Summary: Due to heartbeat counter communication problems between the Control Processor (CP)
and FR4-18i blade, the CP and blade can lose sync, causing the blade to be rebooted.
Symptom: FCIP-5030 messages are seen in the internal RASLOG, indicating that the FR4-18i blade
has lost heartbeat with the Control Processor (CP). Switch is rebooted with a "HAM-1004
reboot unknown" error message showing in the RASLOG.
